Coverage of UN OEWG 19 February 2025 from the conference program.

Summary

Setting

At the UN Open-Ended Working Group on 19 February 2025, Kye Jiru of CREST International delivers a stakeholder statement on the proposed permanent mechanism for cyber discussions.

Stakeholder modalities

CREST supports the Canada-Chile paper on practical stakeholder involvement and balanced participation in multilateral forums, drawing on Common Good Cyber work on nonprofit barriers.

Working groups

CREST welcomes dedicated thematic groups on critical-infrastructure resilience, ICT incident cooperation, and capacity building, and supports Canada-Chile clarity on how stakeholders engage in them.

Standards and capacity

Resilience and incident-management groups should consider protection standards and response mechanisms; CREST cites 18 years working with regulators and newly published assessment standards for incident response, testing, and security operations.

CREST Camps

Capacity-building should strengthen affordable local service providers and educators. Examples include UK FCDO-funded CREST Camps across multiple countries, an EBRD cohort in Morocco, and a prospective Southeast Asia camp.
